中國(guó)和東盟國(guó)家對(duì)7000余種產(chǎn)品降低關(guān)稅，使貿(mào)易各方享受到進(jìn)口關(guān)稅減讓的優(yōu)惠，廣西的進(jìn)出口貨物流量將會(huì)明顯增加。為了配合降低關(guān)稅后的快速通關(guān)，廣西出入境檢驗(yàn)檢疫局除原已采取的電子報(bào)檢、電子轉(zhuǎn)單、電子簽證等快速通關(guān)措施外，下半年將進(jìn)行電子監(jiān)管和出口貨物快速核放系統(tǒng)的試點(diǎn)工作。

為防范出入境商品、貨物攜帶疫病疫情傳入傳出，做到安全、衛(wèi)生和環(huán)保，廣西出入境檢驗(yàn)檢疫局將依照國(guó)家法律法規(guī)，進(jìn)行有效的檢驗(yàn)監(jiān)管，同時(shí)為使相關(guān)企業(yè)和部門做好進(jìn)出口業(yè)務(wù)，廣西出入境檢驗(yàn)檢疫局將按照有關(guān)程序，做好原產(chǎn)地證書及我國(guó)實(shí)行進(jìn)口許可制度有關(guān)工作的實(shí)施。

一是加大對(duì)中國(guó)―東盟自由貿(mào)易區(qū)優(yōu)惠原產(chǎn)地證書以及有關(guān)進(jìn)出口檢驗(yàn)檢疫業(yè)務(wù)的宣傳工作。為使我國(guó)出口到東盟有關(guān)國(guó)家的“早期收獲”方案項(xiàng)下的產(chǎn)品享受東盟給予的關(guān)稅優(yōu)惠待遇，自2004年1月1日起，廣西檢驗(yàn)檢疫局開始簽發(fā)中國(guó)―東盟自由貿(mào)易區(qū)優(yōu)惠原產(chǎn)地證書。今年7月20日，中國(guó)和東盟國(guó)家對(duì)7000余種產(chǎn)品降低關(guān)稅，廣西檢驗(yàn)檢疫局將通過(guò)各種渠道，向進(jìn)出口企業(yè)宣傳中國(guó)―東盟自由貿(mào)易區(qū)優(yōu)惠原產(chǎn)地證書的作用、動(dòng)植物檢疫審批的規(guī)定、預(yù)包裝食品及化妝品標(biāo)簽審核的規(guī)定、“3C”產(chǎn)品強(qiáng)制性安全認(rèn)證制度以及辦理程序等，讓企業(yè)熟悉掌握進(jìn)口關(guān)稅減讓的優(yōu)惠政策以及檢驗(yàn)檢疫措施。

二是及時(shí)通知有關(guān)外貿(mào)部門及進(jìn)出口企業(yè)做好相關(guān)工作。要求申請(qǐng)《中國(guó)―東盟自由貿(mào)易區(qū)優(yōu)惠原產(chǎn)地證書》的單位，預(yù)先在當(dāng)?shù)貦z驗(yàn)檢疫機(jī)構(gòu)辦理注冊(cè)登記手續(xù)。需申請(qǐng)簽證時(shí)，要準(zhǔn)備好應(yīng)提交的《原產(chǎn)地證明書申請(qǐng)書》、商業(yè)發(fā)票副本、提單以及必要的其他證件。

三是改革監(jiān)管模式，提高工作效率。為了實(shí)現(xiàn)快速通關(guān)，廣西出入境檢驗(yàn)檢疫局采用簡(jiǎn)便的申請(qǐng)單位注冊(cè)備案方式，只要申請(qǐng)單位提供必要的證明文件，注冊(cè)工作當(dāng)場(chǎng)就可以完成。同時(shí)，實(shí)行24小時(shí)值班制度，保證出口單位送來(lái)的產(chǎn)地證隨到隨簽，并及時(shí)在規(guī)定時(shí)限內(nèi)辦理動(dòng)植物檢疫初審、預(yù)包裝食品及化妝品標(biāo)簽審核以及“3C”強(qiáng)制性產(chǎn)品安全認(rèn)證的相關(guān)工作。

From July．20th, according to the timetable of Trade in Goods Article of the Framework Agreement on China－ASEAN Comprehensive Economic Cooperation signed by China and ASEAN countries, China and ASEAN countries will grant each other preferential tariff treatment on products originally China or ASEAN countries． Reportedly, China will accord ASEAN 6, including Brunei, Indonesia, Malaysia, Philippines, Singapore and Thailand, with agreed－upon tariff rate of China－ASEAN Free Trade Area, including current tariff rate under the Early Harvest Programme applied to ASEAN 6．After July．20th, China＇s average tariff rate to above－mentioned countries is 8．1％, 1,8％ lower compared with an average 9．9％ of tariff rate for MFN．

China and ASEAN countries lowered tariffs on over 7,000 commodities, and all trading partners enjoy preferential import tariff reductions． Foreign trade volume in Guangxi will definitely witness a huge increase． Besides existing measures to quicken clearance, such as electronic registration and inspection, electronic bill forwarding and electronic visa issuing, Guangxi Inspection and Quarantine Bureau will give a try－out to electronic supervision system and quick examination and delivery system for export goods later this year．

Under the guidance of the State laws and regulations, Guangxi Inspection and Quarantine Bureau carried out effective inspection, supervision and management, aiming to prevent the influx and outflow of commodities with pestilence, ensure smooth industrial and agricultural production and public health and promote economic development． To further develop foreign trade, Guangxi Inspection and Quarantine Bureau, abiding by relevant regulations, will do a good job of implementing the certificate of origin and import license system of China．

Firstly, strengthening popularity of ″Forme″ or the certificate oforigin and businesses concerning inspection and quarantine． From Jan． 1st, 2004, in order to ensure commodities exported from China to ASEAN countries covered by the Early Harvest Programme to enjoy preferential tariff treatment, Guangxi Inspection and Quarantine Bureau has begun to grant ″Forme″ or the certificate of origin． On July． 20th, 2005, China and ASEAN countries jointly lowered tariffs on over 7,000 commodities． Through various channels, Guangxi Inspection and Quarantine Bureau will introduce the role of ″Forme″, approval standard of animal, plant inspection and quarantine, stipulations of examining and confirming label of prepackaged food and cosmetics, mandatory authorization system of product safety and processing procedures, etc to foreign trade companies, helping them familiarize with preferential policies of import tariff reduction and measures for inspection and quarantine．

Secondly, giving time－h(huán)onored notice to foreign trade units and companies to arrange relevant affairs． For those applying for ″Forme″ or the certificate of origin should get registered in local inspection and quarantine bodies in advance． Whenever applying for visa, they should submit application letter for the certificate of origin, copy of commercial invoice, bill of lading and other required documents．
